Deputy Rouvier and Clermont County Prosecutor Robert Jones were concluding a murder investigation on the evening of April 28, 1966. They were in Deputy Rouvier's vehicle on a Batavia road and as he rounded a curve in the road he came upon three horses running side by side toward him. He struck one and the horse rolled over the hood and windshield and into the passenger compartment. Both men were injured. Deputy Rouvier’s injuries included a severe head wound. He was transported to a hospital where he died 23 days later on May 21, 1966, without ever having regained consciousness.
