2001	4-Nov	Combs, LTC Cindy	Female promoted to Assistant Chief for the first time.	-
2001	6-Nov	Luken, Mayor Charles	Police Chief and Assistant Chiefs of Police, due to a change in Charter, no longer selected through Civil Service, but by appointment of the City Manager. "Strong" City Manager form of government also replaced by "strong" Mayor Charles Luken. Also, 90+ senior City staff to be appointed by the City Manager, not apolicital Civil Service.	-
